These agencies are often running on shoestring budgets and have overworked staff, and they may not have anyone trained as a photographer or even have the equipment necessary for professional shots. That said, a simple professional portrait can make a massive difference in the adoptability of a pet and just might be what brings the person that brings them home to the agency in the first place.
